National Directorate of Administration and Finance 1. The National Directorate of administration and finance, hereinafter named as DNAF, is the Central MTCI internal service that ensures the provision of technical-administrative support to the offices of the Minister and Secretary of State of Tourism, to the Director General and other services of the Ministry, in the fields of General Administration, documentation, archiving and asset management. 2. The DNAF is still responsible for the management and execution of administrative, financial, human resources management, general services and logistics and technology activities , within the Ministry. 3. The DNAF pursues the following assignments: a) Sustain administrative and management of financial resources; b) Prepare the budget of the Ministry, coordinating the implementation and monitoring of budgetary appropriations in its responsibility; c) Ensure that the procedures of expenditure, in accordance with their respective requirements or obligations assumed previously , corresponding to the purchase of goods, works or services for the Ministry; d) Develop and maintain an effective supply system, transparent and accountable, including a projection of future needs in the Ministry; e) Perform activities related to managing the material resources and general services, ensure logistics and update the inventory of goods and equipment of the Ministry; f) Perform activities related to a better management of technological resources, information and Informatics; g) Provide the means necessary to ensure the participation of leaders and officials of the Ministry in national or international events, including those incurred travel; h) Promover a aquisição, o inventário, a manutenção e a gestão do património do Estado afecto ao Ministério, incluindo a frota de veículos; i) Study and formulate proposals and projects for construction, acquisition or rental of infrastructures, equipment and other goods necessary for carrying out the functions and policies defined by the Ministry, including the computer system; j) To achieve the necessary paperwork to the construction and acquisition of buildings and other infrastructure, vehicles and other movable property, including the computerized systems for agencies and departments of the Ministry; k) Provide training for employees ' abilities to increase knowledge and qualification in coordination and set the framework for the management and training of human resources of the Ministry, in coordination with the Director-General; l) Prepare the drafting of policy and regulations for supply of works, goods and services of the Ministry; m) Ensure processing of salaries and allowances of personnel, as well as extra - hours related to the social benefits they are entitled, pursuant to law; n) Coordinate and provide the publication and dissemination of official material of Ministry interest; o) Ensuring the collection, archiving, preservation and automatic processing of documentation concerning the Ministry, with emphasis on public procurement, corporate information and regular circulation of the journal of the Republic; p) Ensure, among others , the communications service as well as surveillance, security, cleaning and maintenance of oddices of the Government Members , the Director-General and offices from Services and Organisms assisted by it , within the centralized system of services; q) Maintaining and updating the site of the Ministry and electronic support network connectivity communications Ministry, keeping the confidentiality of data and computer records, in accordance with the law; r) Present the plan and report on its activities; s) Execute the laws, regulations and procedures of Public Administration provision, within the Ministry;
