National Directorate of Tourism 1. The National Directorate of Tourism, hereinafter DNTUR is to conceive, study, develop, execute and evaluate the tourism policy, with a view to the creation and modernization of the structures of the sector. 2. The DNTUR, pursues the following assignments: 3. Conceive, implement and evaluate national tourism policy; 4. Technical advice in elaboration and development of programs and legislation in the sector, including training establishments and schemes of leisure activities, recreation and entertainment; 5. Drawing up the annual plan promotional activities with respective cost estimates; 6. Cooperate with other competent services in aplication of legislation concerning installation, licensing and verification of operating conditions, health and hygiene of tourist facilities; 7. Analyse and provide advices and recommendations on draft installations and operation of resorts; 8. Establish mechanisms for collaboration with other departments and Government agencies with tutelage on related areas to promote strategic zoning, land use and physical development of the territory; 9. To promote and disseminate Timor, through the institutes that are assigned, together with investors and tour operators, providing them with adequate information; 10. Develop and oversee all printed or electronic information aimed at the promotion of national tourism; 11. Contribute to the definition of criteria and financial measures in support of business structures for the tourism sector; 12. To support the Government in the negotiations and decisions on international forums, bilateral or multilateral agreements, in areas under its tutelage to suit the interests of economic policy for Timor-Leste; 13. Propose criteria certifications and praises of merit enterprises in the tourism sector, particularly in the sectors of hospitality, catering and leisure; 14. capacity building for officials to increment of knowledge and qualification in coordination and management framework and human resources of the Ministry; 15. to maintain and administer a database Center, information and tourist documentation and promote the publication and dissemination about themes superiorly defined and approved; 16. to support technically the Inspector-General of Games and police authorities in the prevention of illicit or illegal practices, with regard to social, games of chance; 17. Support budgetary possibilities, within schools and professional training in tourism, preferably through programme contracts, with well-defined objectives and timing; 18. Present plan and annual activity report;
