The Ministry of Tourism, Trade and Industry through the National Directorate of Tourism, together with the Association of Yachts of Australia's Northern Territory (CYANT) organizes the Event race Yachts Darwin-Dili, 2010.                                                                                                                                National Director of Tourism Jose Quintas announced on Thursday (August 9th) that the Ministry of Tourism, Commerce and Industry is organizing a weekly Sunset Fair to be held every evening throughout the dry season at Kristu Rei beach.  The event  launch on Saturday, September 11th, 2010, will feature Timorese and international entertainers, food stalls serving dishes from all over the world and a market for local handicrafts.  Guests at the launch – which is open to the public - will include several hundred Tour de Timor participants, members of the diplomatic community and government officials.

National Directorate of Domestic Trade

1.    The National Directorate of Domestic Trade, abbreviated by  DNCD, aims to promote and develop an institutional environment more favourable to enterprise competitiveness and innovation, through support for the design, implementation, dissemination and evaluation of policies aimed at domestic trade activities.

2.    The DNCD pursues the following assignments:

a)    Design, execute and evaluate internal trade policy;

b)    Contribute to boost commercial economic activity, including with regard to competitiveness and the internal institutional participation, organized, of economic agents that operate in the commercial sector;

c)    Permit, license, register, monitor and inspect in collaboration with other services inspection procedures, commercial activities, assessing the effects of the measures contained therein  government policies;

d)    Technical advice on the establishment and development of programs and relevant legislation, including the regulatory normative conception of specific conditions of safety, hygiene and location of establishments;

e)    Analyze business and propose relevant measures and public policies for development, including those relating to the public supply and market regulation;

f)     Supporting activities of economic operators of the commercial sector, promoting the development of solutions that make it more simple and expeditious procedure;

g)    Advising on previous information requests to the establishment of commercial enterprises and  certification;

h)    Analyse and provide advice and recommendations on draft installations and operation of business ventures;

i)      To propose the establishment of market regulatory commissions for adjustment, if justified and when justified such intervention, in collaboration with the National Directorate of Foreign Trade.

j)     Maintain and administer a database Center, for  information and documentation;

k)      Capacity building for officials to increment  knowledge and qualification in coordinated action and as part of management and human resources of the Ministry ;

l)        Any other activities that are assigned to it under law or delegated by the Minister.


National Directorate of Foreign Trade

1.    National Directorate of foreign trade, as designated by DNCE, whose mission is promoting, regulating and enforcing external commercial development policies and also to ensure the coordination of international relations in the framework of MTCI actuation under the terms  superiorly defined.

2.    The DNCE pursues the following assignments:

a.     Study and track issues relating to international trade, in particular on perspectives of rules created in the WTO and other international or regional organizations.

b.    Contribute to the definition of the position of Timor-Leste on the  bilateral and multilateral negotiations conducted under the aegis of the WTO, as well as the negotiation of free trade agreements, articulating in the position of  MTCI.

c.     Participate in committees and working groups within the framework of international organizations in the pursuit of MTCI assignments.

d.    Develop, establish and implement appropriate procedures to support and promote a rapid response to the needs of import and export, in collaboration with the relevant Bodies and Services;

e.    Arrange and promote protocols of cooperation with the Bank payment Authority or entity which will replace, with customs and statistical, with a view to monitoring the evolution of foreign trade;

f.      Issuing certificate of origin for exports, while this function is not fully guaranteed by the organized structure and recognized the business sector, namely an Chamber of Commerce and Industry;

g.    Maintain and administer a database, information and documentation and promote the publication and dissemination about themes superiorly defined and approved;

h.    Building  Training Capacities to increment the  knowledge and qualification in coordination and management framework and human resources of the Ministry;

i.      Cooperate with the Customs authorities, with the services of emigration and with preventive washing unit of money laundering, on its own initiative or when so requested;

j.      Take preventive action to safeguard that imports meet national standards;

k.     Support the Government in the negotiations and decisions on international forums within areas under his tutelage to suit the interests of national economic policy;

l.      Preparing, filing and predict data related to foreign trade;

m.  Any other activities that are assigned to it, including those of prior authorization in  certain import and export or delegated by the Minister.
